Abstract: | This article explores the role of the government and parliament of the Republic of Azerbaijan in ensuring national security and strengthening the country's defense capability, as well as discusses the formation of a regular Azerbaijani army and military administration. It shows the objective and subjective difficulties in creating the national armed forces, recruiting officers in the newly created Ministry of War, management bodies and departments of the General Staff, and also reveals the measures taken to recruit for service in headquarters and command bodies, in formations, units and on ships of the Navy of national personnel, who had rich experience in organizational work. |
